php and javascript are the most widely available on most servers, asp is very good but mostly currently only available on Microsoft powered servers.

Hello mate,

if you are a newbie to web design, I would recommend you to use CMS link WordPress or Joomla. i myself use Wordpress to many sites and I find it quite easy to work with. you can see my sites below on my signatures which are basically built on WordPress and later on I have modified according to the need.

But if you know little bit of Web Design then I would recommend you to use HTML and CSS using DIVs for static websites.

But if you want a dynamic site then I would recommend you PHP along with CSS and HTML.

Thanks and good luck.
