PPC Rates

I notice that for one of my sites a particular keyword costs $4.65 from search engine X and the same keyword costs $.05 from another search engine. What factor accounts for the delta?

Supply and demand.

On the second SE, there are not a lot of searches for that term, so the cost is lower.

Trends in PPC especially on keywords tend to vary with different search engine or PPC providers - and is generally a good thing as you have the option of getting better clicks from other engines.

Have you tried selling text link ads as an alternative? There are a variety of companies that can help you out with it. Depending on your site - the results can be better than PPC or CPA.

That depends on the keyword Searches.Their may be low searches for that keyword in that SE. If the search volume and the competition is more then the bid valve will be more.
