Absolutely, the Google Panda has nothing to do with the instant approval sites. Basically, Google panda algorithm is designed to evaluate website with low quality, irrelevant and duplicate content from its searches.
You can search through Google for "Instant Approval Article Directories" for the most relevant results.
If you are referring to web directories, then I used SubmitEdge.Com and paid a one time fee of $25 to get listed (with your chosen keywords and descriptions) into 200 directories. These are done manually. For me that service is $25 well spent.
I think you can also get submission to 100 directories for $100 $15. They provide you with a report when finished.
Sometimes outsourcing is the best option to free up your time if you can afford it.
